It is up to the rider to insure his/her bike adheres to the rules of bike prep and is not the responsibility of the inspectors. Failure to comply with tech requirements puts the rider and others at risk. Violators of the rules (even after inspection) should be penalized. Signed, $3k out of pocket for someone else's mistake.
