A Public Hearing regarding the Badlands Motorsports Resorts' application for a redesignation of the project lands from the current “A” Agriculture designation to “DCD” Direct Control District is taking place on December 4th, 2013:

This Land Use Bylaw amendment to a Direct Control District (DCD) is to accommodate a change in use of a project land to those uses previously outlined in the Badland Motorsports Resort Area Structure Plan (ASP) Bylaw 1597 which was passed June 25, 2013.

What does this mean?

The Area Structure Plan Bylaw was passed on June 25th, 2013 by Kneehill County Council. That outlined the concept plan in detail for a Motorsports Facility in Kneehill County and can't be changed. That basically means that Kneehill Council approves of the project in concept for that parcel of land and allowed us to move forward. This second Bylaw, to change how that land is zoned, is directly linked with that Bylaw. If passed, it would be another Bylaw that indicates Council has rezoned this parcel of land for the development to proceed. Often both Bylaws are done together. That is what we, and the Planning Department of Kneehill County, requested last spring but ultimately Council elected to decide on the rezoning after the 2013 election. Incidentally, an election did not take place in Kneehill as there were no new applicants so the prior council got acclaimed for another term.

First reading of this Land Use Bylaw to form a DCD was passed with a vote of 6:1 on June 25th, the same day that the Area Structure Plan became a Bylaw. The second reading could be voted on right after the Public hearing on December 4th, or they could wait until the next Council Meeting in mid-December. If passed, usually the 3rd (Final) reading would be voted on at the subsequent Council meeting after that.

So what does it mean if this Land Use Bylaw gets passed in the upcoming weeks? Well it's very good news and development will proceed.

Like any development, there still will be contingencies in place before we get the Development Permits to start construction (engineering drawings, architectural plans, detailed road plans and traffic study, etc.) Everything has to be done to Provincial and County standards, but moving forward we are dealing with the Kneehill Development office to satisfy their requirements. Council will have to vote to approve any subdivision of lands that we propose as well as for the Development Permits (which could be in various stages), but further Public hearings are not a requirement.

The Public is free to attend this hearing on December 4th. Anyone in favor of the project will be allowed to submit an oral statement of up to three minutes after our presentation to Council.
