So lever guards are mandatory now I take it... is this for the brake lever only? I have woodcraft clip ons, can anyone suggest what's the best/easiest guard to order that doesn't require much work to install? TIA!

dion also has the privateer line as well for a more budget friendly option than the factory unit

Correct, you can run both sides if you like but only the brake side is required.

I've had good luck with these:

    http://shop.the2wheels.com/Lever-Guard-s_c122.htm

Shipping generally takes a few weeks, but they're cheap enough you can buy a few and have spares for the price of any of the other "name brand" guards.
